I forgot I had this in a bright version and then took it down cause I couldn't read my icons. I decided to invert it and 'lo here you have it, tell me whatcha think pwease 
I think I burned his nose too much, be assured that will be changed

Woah...Talk 'bout nostalgia! Heehee.
1)Fill a new layer with matrix code pretty much available anywhere.
2)Use a Soft Large Eraser to just erase away
3)Set the layer to Linear Dodge
4)Play with other settings.
